The seller shipped. They insist that they dropped the package off at the post office. I believe them. I don't live geographically far from the seller, within 160 miles in fact. The package should have arrived by now. It hasn't arrived. The tracking message hasn't advanced past "Shipping Label Created" for 9 days. It appears USPS didn't scan the package into the tracking database. I can't tell if anything has happened. All I know right now is USPS failed at the point of drop off. Now what?
How do I approach USPS in a way to achieve maximum impact?

The seller should contact USPS and figure this out. But I'm guessing you could also.

Yeah you have a tracking number so it can be chased up by either you or the seller. If they can't trace it then they have lost it and hopefully for the seller its insured for the full amount.

hasn't advanced past "Shipping Label Created" for 9 daysActually i've had this happen with another courier when they had difficulty locating the pick up address. I assume the same could be said if the seller was unavailable for pickup or hasn't dropped it with the courier company for any reason. All 'Shipping label created' means is the seller has purchased shipping. If they insist they dropped it off they should have a receipt...

I have also had this happen, it might not have been scanned by somebody or something. I haven't had a USPS shipment go missing in over a year.

It may well still be on the way, despite what USPS say.

The tracking message hasn't advanced past "Shipping Label Created"This happens quite often ... but 99/100 times the package arrives like normal.

Ive had packages arrive across the US in 2 days while packages going 50 miles away have taken 10 days. It just a matter of what trucks have the spare room to fit Media Mail packages that day.

Yes, media mail is the lowest priority mail. To the best of my knowledge, it has to wait for available space before it advances. However, advancement, no matter how slow it is, can be tracked. Lets not talk about how slow media mail is, that goes without saying. What I'm trying to figure out, while I still have time to act, is how to deal with no tracking.

My situation doesn't change the fact that there is a tracking number in existence on the package and in the seller's hands. I suppose my question can evolve into... Since a tracking number exists, does that prove that USPS is responsible for loss?

If I were in your shoes (and assuming payment was made via Paypal), I'd be patient and give it a month or so to show up on the off-chance it was misplaced for weeks and then eventually delivered.
If it never showed up, I'd assume one of the two situations:
• The item was lost in the mail
• The seller never actually shipped the item
In either situation, the seller is responsible for refunding your payment. I'd first request a refund directly from the seller, and if the seller didn't refund, I'd make a claim through Paypal.
